Wrap-up policy did not provide other insurance, which must be exhausted before payments by the Illinois Insurance Guaranty Fund where the carrier did not collect or retain a premium for work at the site where the injury occurred. Carrier did not provide workers’ compensation coverage for a worksite where the insured was provided coverage under the owner controlled insurance policy, the insured reduced its bid by an amount representing the cost of purchasing its own coverage, and no premium was paid to the insured’s carrier for the worksite where the injury occurred.
